§ 2-95. Non-county boards, committees and commissions

  • Non-county committees, boards and commissions consist of those that are not created or controlled by the county board of supervisors, but have a county board member representing the interest of the county. The members may be voting or nonvoting as set forth in the individual committee, board or commission bylaws. Membership on such committees will be by appointment by the county board chair, subject to approval by the county board. Appointments to nonelective boards and commissions shall be made by the county administrator per Wis. Stats. § 59.18(2)(c). The purpose and duties of these boards are outlined below:

    (1) Day activities board. The day activities committee shall have one county board member (nonvoting). The board's duties shall consist of assisting in the operation of the county developmental disabilities services.

    (2) Economic development board of directors. The county board of supervisors shall appoint three county board members. The BCEDC works on business retention, expansion and recruitment and provides general promotion of the county.

    (3) Fair board. One member of the county board shall serve as a nonvoting member of the County Fair Association. The member's duties shall include providing liaison with the County Fair Association and the county board.

    (4) Indianhead federated library system. One county board member and one citizen member are appointed to the ten-county federation.

    (5) Private industry council (PIC). The county board chair represents the county on this council with the vice-chair as alternate.

    (6) Resource, conservation and development. One county board member plus one citizen member are appointed to this multi-county committee. Their mission is to initiate, promote and cooperate with area-wide efforts to enhance the quality of life for area citizens through the wise use and management of natural and economic resources.

    (7) Tax incremental district committee. In 1975, the state legislature enacted the Tax Incremental Finance (TIF) law. The law provided municipalities (cities and villages) with a new method of financing municipal projects aimed at promoting development. One county board member shall be appointed to each TIF district in the county to provide liaison with the county board.

    (8) WESTCAP board of directors. One county board member serves on the WESTCAP board of directors. WESTCAP offices are located in Glenwood City and serve seven western Wisconsin counties. It is a nonprofit community action program with a mission to assist low income people and help them to become self-supporting.

    (9) West Central Regional Planning Commission. The county provides three members to serve on the WCRPC board of directors.
